About
I’m Hafford Norea, a Research Officer at the Papua New Guinea National Research Institute (NRI). NRI plays a key role in shaping evidence-based decisions to address the country’s development challenges.

At NRI, I work in the Education Research Division, where my role involves exploring and addressing critical issues in our education sector. This includes studying challenges around access, quality, and equity, and providing policy recommendations to support better outcomes. While education is my main focus, I also pursue research on broader topics I’m passionate about, such as politics, governance, geopolitics, leadership, and public administration.

I graduated with a Bachelor’s Degree in Political Science from the University of Papua New Guinea in 2018 and later completed a Postgraduate Diploma in Economic Policy Analysis. This combination of education and experience allows me to approach complex policy challenges, particularly where education intersects with broader socio-economic concerns.

Over the years, I’ve published research papers, contributing to national discussions on key policy issues. My work aims to provide practical recommendations that help policymakers address pressing priorities and advance sustainable development.

I’m deeply committed to making a difference for my country and the Pacific region. Forging connection in such platform is crucial to share ideas, learn from others, and work together on solutions that drive meaningful changes.

  • Field Research (2019 to 2024)
    — The National Research Institute of Papua New Guinea
    Since 2019, my Education team at the NRI has been conducting a study on the governance and impact assessment of the Government’s Tuition Fee-Free (TFF) Education Policy. This research examines the policy's effectiveness in improving access to education, its impact on education quality, and its governance mechanisms, including fund allocation and management. The study aims to provide evidence-based recommendations to enhance policy implementation, accountability, and sustainability.
